<p><span style="font-size: small;"><span style="font-family: times new roman,times;"><strong>NEW YORK</strong>-In this Coast Guard multimedia release, members of Coast Guard Station Kings Point, N.Y.,&nbsp;take part in a surprise 24-hour cold weather training exercise where crewmembers donned survival suits and swam 250-yards through the freezing waters of Long Island Sound to a deserted island with minimal food, water and had to create their own shelters from materials found on the island, Dec. 10, 2009.</span></span></p>

<st1:state w:st="on"><span style="font-family: times new roman,times;"><span style="font-size: small;">NEW YORK &ndash; The Coast Guard is continuing to investigate the circumstances surrounding a tanker ship in </span></span><ST1:place u1:st="on"><span style="font-family: times new roman,times;"><span style="font-size: small;"><ST1:placename u1:st="on"><st1:place w:st="on"><st1:placename w:st="on">Gravesend</st1:placename></st1:place> <ST1:placetype u1:st="on"><st1:placetype w:st="on">Bay</st1:placetype></ST1:placetype> that ruptured a tank around 9 a.m today.<o:p></o:p></ST1:placename> </span></span>
<p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">The tank was overfilled in the process of on-loading ethanol, which resulted in the rupture, according to Coast Guard marine inspectors.<o:p></o:p> </span></span></p>
</p>
<p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">&ldquo;Our paramount concern is for the safety of the crew still onboard the vessel and they will not commence any nighttime operations,&rdquo; said Cmdr. David Flaherty, Coast Guard Sector <st1:state w:st="on"><st1:place w:st="on">New York</st1:place></st1:state>&rsquo;s incident commander. &ldquo;The vessel is currently listing at about six degrees, and the vessel&rsquo;s crew will not attempt to correct the issue until there is enough light tomorrow. The Coast Guard is working with the company, the vessel master and the operator to develop salvage and repair plans, as well as confirm any internal damage to the ship.&rdquo;<o:p></o:p> </span></span></p>

<p><span style="font-family: times new roman,times;"><span style="font-size: small;">The tanker vessel Sichem Defiance, a 443-foot Marshall Islands-flagged vessel owned by Eitsen Chemical, based in <ST1:country-region u1:st="on"><ST1:place u1:st="on"><st1:country-region w:st="on"><st1:place w:st="on">India</st1:place></st1:country-region></ST1:place></ST1:country-region>, was on-loading 55, 000 barrels of ethanol when the incident occurred. The rupture caused a one-meter section of the main deck to collapse.<o:p></o:p> </span></span></p>

<p><span style="font-family: times new roman,times;"><span style="font-size: small;">There were no reports of pollution or injuries resulting from the rupture. The Coast Guard coordinated with the master of the vessel and the New York City Fire Department to place a rescue team onboard once the situation was stabilized earlier in the day.<o:p></o:p> </span></span></p>

<p><span style="font-family: times new roman,times;"><span style="font-size: small;">A 1,000-yard safety zone remains in effect around the vessel, which encompasses the entire <st1:place w:st="on"><st1:placename w:st="on">Gravesend</st1:placename> <st1:placetype w:st="on">Bay</st1:placetype></st1:place> anchorage.<o:p></o:p> </span></span></p>

<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">Response boat crews from Coast Guard Station New York, New York City Police Department marine units, the FDNY, a rescue helicopter crew from Coast Guard Air Station Atlantic City and NYPD aviation units all responded to the scene.</span></span></p>

<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">There were no reports of pollution or injuries resulting from the rupture.</span></span></p>
<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">The tanker vessel Sichem Defiance, a 443-foot Marshall Islands-flagged vessel owned by Eitsen Chemical, based in <st1:country-region w:st="on"><st1:place w:st="on">India</st1:place></st1:country-region>, was onloading 55, 000 barrels of ethanol when the incident occurred. The master of the tanker reported that the #3 tank was over-preassurized, causing the rupture and&nbsp; a one-meter section of the main deck to collapse.</span></span></p>
<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">&ldquo;The Coast Guard is evacuating all vessels out of <st1:placename w:st="on">Gravesend</st1:placename> <st1:placetype w:st="on">Bay</st1:placetype> as a precautionary measure,&rdquo; said Lt. j.g. Eric Hanson, Coast Guard Sector <st1:state w:st="on"><st1:place w:st="on">New York</st1:place></st1:state>&rsquo;s command duty officer. &ldquo;An 1,000-yard safety zone has also been established around the vessel. We are urging mariners to use caution when transiting this area while we respond.&rdquo;</span></span></p>
<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">A response boat crew from Coast Guard Station <st1:state w:st="on"><st1:place w:st="on">New York</st1:place></st1:state> is on scene. The Coast Guard has requested aerial assistance from the New York City Police Department.</span></span></p>
<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">The tank vessel, currently anchored offshore in <st1:place w:st="on"><st1:placename w:st="on">Gravesend</st1:placename> <st1:placetype w:st="on">Bay</st1:placetype></st1:place>, has a double hull design and no product has been discharged into the water.</span></span></p>

<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;">The Jill Reinauer and barge RTC 26 became stuck when the tug Zachary Reinauer, which was breaking ice ahead of the tug and barge, suffered an engine casualty and could not make way.&nbsp; The Coast Guard Cutter Line, homported in <st1:city w:st="on">Bayonne</st1:city>, <st1:state w:st="on">N.J.</st1:state>,&nbsp; and the Coast Guard Cutter Willow, homeported in <st1:place w:st="on"><st1:city w:st="on">Newport</st1:city>, <st1:state w:st="on">R.I.</st1:state></st1:place>, assisted the tugs and barge, breaking a track that freed them from the ice.</span></span></p>
<p style="text-align: left;"><span style="font-family: times new roman,times;"><span style="font-size: small;"><span style="font-family: times new roman,times;">"We arrived on scene and talked with the tug crew to find out their intentions," said Chief Petty Officer John Kast, Coast Guard Cutter Line's commanding officer. "They were going to stay on scene to wait for another tug. We broke a track from Magazine Point to <st1:place w:st="on"><st1:placename w:st="on">Storm King</st1:placename> <st1:placetype w:st="on">Mountain</st1:placetype></st1:place> to clear the way and establish a track for commercial traffic. There was also a southbound tug and barge in the area and we broke a track for them. <p align="left"><span style="font-size: small;"><span style="font-family: times new roman,times;">NEW YORK<strong>&nbsp;-</strong>&nbsp;</span><span style="font-family: times new roman,times;">The Coast Guard has commenced icebreaking operations on the Hudson River as temperatures continue to fall and waters begin to freeze.</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">A fleet of five cutters will help maintain waterways open to commercial vessel traffic in the port of New York/New Jersey to Albany from now until the middle of March, which is vital for upper New York&rsquo;s residents and the area&rsquo;s economy.</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">&ldquo;An average of 300 vessels transit the Hudson River during the winter months, carrying over 5 million barrels of petroleum products to the communities of this northern region,&rdquo; said Lt. Cmdr. Edward Munoz, Coast Guard Sector New York's Chief of the Waterways Management Division for the New York region. &ldquo;This includes home heating oil, which impacts hundreds of thousands of people in our area.&rdquo;</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">The Coast Guard maintains a presence on the river during icebreaking season, which typically runs from Dec. 15 until the end of March, despite fluctuations in the amount of ice that actually occurs.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">"The Coast Guard's domestic icebreaking operations are intended to minimize waterways closures during the winter while enabling commercial vessels to transit through ice-covered critical channels,&rdquo; Munoz said. &ldquo;In addition to our icebreakers, the Coast Guard Auxiliary conducts daily&nbsp;r</span><span style="font-family: times new roman,times;">econnaissance </span><span style="font-family: times new roman,times;">flights, providing updated information about ice conditions which is then transmitted to waterway users."</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">While the Coast Guard icebreakers free ships locked in ice and create a navigable route to travel upon, they also retain capabilities to shift to the many other Coast Guard missions, such as search and rescue, law enforcement and homeland security.</span></span></p>

<p align="left"><span style="font-family: times new roman,times;"><span style="font-size: small;"><b>New York -</b></span></span><span style="font-size: small;"><span style="font-family: times new roman,times;"><span style="font-family: times new roman,times;">&nbsp;Seymour Wittek, 88, of Ossining, N.Y., a World War II </span>veteran who, with fellow shipmates, extinguished a fire aboard a ship laden with explosives that threatened people and property in New York City in 1943, died in the company of his family on Dec. 30, 2009.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">Wittek, a Seaman 2nd Class at the time, and Coast Guard comrades voluntarily boarded the burning S.S. El Estero &ndash; a freighter destined to re-supply U.S. troops in the European Theater &ndash; which was carrying </span></span><span style="font-size: small;"><span style="font-family: times new roman,times;">1,365 tons of high explosive block buster bombs, depth charges and various other explosives, after it caught fire while moored in Bayonne, N.J., April 24, 1943.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">Being the day before Easter, many Coast Guardsmen were preparing to go home on leave.&nbsp; Upon hearing the call that the ship was on fire, 60 members scrambled from barracks rooms to the burning ship.&nbsp; As fire fighting boats approached, the men fed hoses onto the deck of the ship for Coast Guardsmen to fight the smoldering black fires, which heated the munitions aboard with every second that passed.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">It was too late to scuttle the ship, as the valves were located in the engine room where the fire had started &ndash; the fire had to be fought.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">The decision was made to tow the boat to Robbins Reef and maintain a 20-man fire party aboard during its journey, as the fire fighting continued into the evening.&nbsp; The ship was safely brought to the reef where it sank, due to the selfless actions of 60 Coast Guardsmen.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">The damage that could have taken place would have been nothing short of catastrophic.&nbsp; The explosion of the Mont Blanc, a French munitions ship, in Halifax Harbor in 1917, which was laden with an almost equal amount of explosives, killed nearly 2,000 people and injured 9,000.&nbsp; Apart from the shock waves created, it also caused tidal waves.&nbsp; Given the size of the bombs aboard the El Estero, and the fact that nearby train cars also carried an estimated 5,000 tons of explosives and ships that were moored nearby were also loaded with munitions, the effects could have devastated Lower Manhattan, Governors Island, parts of Brooklyn, Staten Island and New Jersey.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">Wittek was awarded the Coast Guard Commendation Medal, Nov. 11, 2008, by Coast Guard Vice Admiral Robert Papp, at the U.S.S. Intrepid Sea, Air and Space Museum, for his bravery and selfless dedication to save civilians, property, sailors and supplies that directly impacted U.S. forces&rsquo; progress in the European Theater, and for epitomizing what many would consider the ethics of a hero and a Coast Guardsman.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">Wittek will be buried at the Old Montefiore Cemetery, 121-83 Springfield Blvd., Queens, N.Y., at 12:15 p.m., Dec. 31, 2009.</span></span></p>

<p><span style="font-family: times new roman,times;"><span style="font-size: small;">The Coast Guard highly recommends that all mariners carry all required survival equipment for their boats and that people who enjoy the maritime environment from the shoreline wear lifejackets regardless of the season.</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">&ldquo;Things can and do go wrong on the water and wearing a life jacket is the first step to surviving sudden immersion,&rdquo; said Al Johnson, the recreational boating specialist for the Northeast&rsquo;s First Coast Guard District. &ldquo;There&rsquo;s a wide variety of life jackets that serve the demands of every on-water activity. Whether the gift recipient is an off-shore sailor or in-shore boater, coastal kayaker or inland canoeist, there&rsquo;s a comfortable, easy to wear life jacket that will meet his or her comfort needs.&rdquo;</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">Johnson stresses that a life jacket isn&rsquo;t guaranteed to save your life but it is guaranteed to greatly improve your chance for survival if you capsize or fall overboard. The other gifts Johnson suggests are a submersible, hand-held VHF marine radio, a personal locator beacon or a global positioning system.</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">&ldquo;The Coast Guard monitors channel 16 and it&rsquo;s the primary means of communicating on coastal waters,&rdquo; said Johnson. &ldquo;Due to poor off-shore cell coverage and service patterns, boaters and paddlers should consider their cell phones a secondary means of communicating.&rdquo;</span></span></p>
<p><span style="font-family: times new roman,times;"><span style="font-size: small;">Mariners should plan for and expect to encounter unpredictable weather that occurs here, such as the Nor&rsquo;easters which tend to ravage the coast during the winter, or the rip currents that are frequent during the summer. Taking the time now during the cold winter months to plan ahead and prepare for the coming boating season and summer months can help make your next ocean visit or boat outing enjoyable and safe.</span></span></p>
